I don't get it I've tried downloading 5 different versions of the ATI rage 128 video driver including this one and in each case they just install a readme file. Nothing executable. Am I stupid or what's going on Please help. Somebody I'm going crazy. Thanks.

Didn't worked with my device. Perhaps even the original CDROM didn't worked. End of history tried many drivers from the hardware company and one worked.

This 326win98.exe driver downloaded from OOKZ used a DOS window of some sort to unpack the files. It listed every file contained within it as quotskipped unable to openquot. I did eventually discover another file by this name from another source that did unpack the files using a regular selfextracting file system.
