The driver would not install on my laptop.

I am getting the CPU ID Missing error on boot up and when I shut the system down I cannot shutdown using the power button. When the Windows screen says quotIt is now safe to turn off your systemquot I try to use the power button to shutdown but nothing happens. I have to pull the power cable out to shut the system down. Is this a motherboard issue or an OS issue I am running Windows XP Pro.Thanks for your help
